Hepburn Shire Council, Coliban Ward by-election

A by-election for Coliban Ward will be held in March 2019. It will be conducted entirely by postal voting.

Enrolment for this by-election has now closed. If you were correctly enrolled by 4.00 pm on Friday 1 February 2019 the VEC will send you a ballot pack between Tuesday 12 March and Thursday 14 March.

Completed ballot material must be posted before 6.00 pm on Friday 29 March 2019. You can also hand deliver it to the Returning Officer from Monday 25 March 2019.

Election office

The election office will open on weekdays during the following periods:

  • Wednesday 20 February 2019 – Friday 1 March 2019
  • Monday 25 March 2019 – Friday 29 March 2019

Address and opening hours will be available closer to the opening date.

This by-election will be conducted entirely by post. The VEC will post ballot packs between Tuesday 12 March and Thursday 14 March 2019 to all voters enrolled in Coliban Ward.

Follow the instructions in the ballot pack so that your completed ballot material is in the mail before 6.00 pm on Friday 29 March 2019.

Voting is compulsory

Voting is compulsory for voters listed on the State roll for this by-election at 4.00 pm on Friday 1 February 2019.

Enrolled residents may be fined if they do not vote. This includes homeowners and tenants.

You are encouraged to vote (but won’t be fined if you don’t) if you:

  • are aged 70 years or over
  • live outside Coliban Ward
  • applied to Council to be on the roll.

If you will be away

If you will be away when ballot packs are mailed (after 12 March) or your mailing address will change after 1 February, you can apply for your ballot pack to be redirected.

I have multiple properties—do I get multiple votes?

Each enrolled voter has one vote for the Coliban Ward by-election.

If own more than one property in Coliban Ward and you:

  • are on the State electoral roll within the ward, it is compulsory to vote for that address
  • are not on the State electoral within the ward, but you are enrolled directly with Council, you can nominate which property you wish to vote for. If you did not nominate a property before 4.00 pm on Friday 1 February, the Council will choose one for you.

Can I have a large print or braille ballot material?

If you are blind or have low vision, and have not already registered, you can register to receive either large print or braille ballot material. To register, please call (03) 8620 1122 by Wednesday 20 February 2019. Late registrations cannot be accepted.

Nominations:

  • open on Thursday 21 February 2019
  • close at 12 noon on Tuesday 26 February 2019.

Candidate information session

The VEC will be holding an information session for prospective candidates.

6.00 pm Monday 18 February 2019
Trentham Neighbourhood House
High Street, Trentham.

Candidate Information Kits containing nomination forms and other election information including Election Campaign Donation Returns - Guidance material will be available at this session.

How to nominate

The Candidate Helper is now available to allow prospective candidates to pre-fill a nomination form before lodging it with the Returning Officer.

Once completed, print the form and lodge it in person with the Returning Officer along with the $250 nomination fee.

Important: your completed nomination form must be signed in front of the Returning Officer.

The nomination fee must be in cash or a bank, building society or credit union cheque (personal cheques cannot be accepted).

Please note that nominations cannot be submitted before Thursday 21 February.

You should also use the candidate helper to fill out the:

  • Candidate statement – your candidate statement of up to 200 words
  • Candidate questionnaire – responses to the questionnaire will provide information to voters about the background and qualifications of each candidate, and will be publicly available.

Your candidate statement and questionnaire must be lodged in person with the Returning Officer. Lodgment opens at 9.00 am Thursday 21 February and closes 12 noon Wednesday 27 February.

Enrolment for this by-election has now closed

You are enrolled for this by-election if:

  • you will be 18 years of age or over on Saturday 30 March 2019, and
  • you live in Coliban Ward, and
  • you are on the State electoral roll for your present address.

You may also be enrolled to vote for this by-election if you have previously applied directly to Hepburn Shire Council, or if you own or pay rates for a property or corporation within Coliban Ward.

If you recently moved into Coliban Ward and did not update your address details before Friday 1 February you may not be able to vote in this election.

If you recently moved within or moved out of Coliban Ward and did not update your address details before Friday 1 February you will be sent a ballot pack for your previous address.You must vote for your old address or risk a fine.
