Pyrenees Shire Council, Beaufort Ward by-election

A by-election for Beaufort Ward will be held in August 2018. It will be conducted entirely by postal voting.

If you are correctly enrolled by 4.00 pm on Friday 22 June 2018 the VEC will send you a ballot pack between Tuesday 31 July and Thursday 2 August.

When you receive your ballot pack you must complete your ballot paper, and return it as soon as possible using the reply-paid envelope.

Completed ballot material must be posted or in the hands of the Returning Officer by 6.00 pm on Friday 17 August 2018.

To be eligible to vote, you must be on the voters’ roll by 4.00 pm on Friday 22 June.

You are already enrolled for this by-election if:

  • you will be 18 years of age or over on Saturday 18 August 2018 and
  • you live in Beaufort Ward and you are on the State electoral roll for your present address or
  • you own a property within Beaufort Ward, don’t live in Pyrenees Shire, and you are the first or second-named person on the Council’s rate records* or
  • you enrolled through Council for the October 2016 elections.

*If you own more than one property in Beaufort Ward, you may specify to Council the property for which you wish to claim entitlement by 4.00 pm on Friday 22 June 2018.

You need to enrol if:

  • you are an Australian citizen aged 18 or over on Saturday 18 August 2018 and
  • you are not on the State electoral roll or
  • you have lived at your present residential address for at least a month and have not updated your enrolment details, including any changes to your postal address.

Return your completed form to the VEC by 4.00 pm on Friday 22 June.

You may also apply to enrol if:

  • you are not an Australian citizen, but you live and pay rates in Beaufort Ward or
  • you pay rates on a property you occupy in Beaufort Ward and have no other voting entitlement within the municipality, e.g. you are a shop tenant and are either named on the Council’s rate records to receive the rates notice or have the written consent of the owner to vote in their place, or
  • you are a director or company secretary of a corporation that pays rates in Beaufort Ward and have no other voting entitlement within Pyrenees Shire.

If you meet the above criteria and wish to enrol, contact Pyrenees Shire Council on (03) 5349 1100 for a special enrolment form.

Please note: you will automatically be included on the roll (regardless of whether or not you are an Australian citizen) if:

  • you own property in Beaufort Ward but don’t live within the council area, and
  • you are one of the first two named ratepayers, and
  • Pyrenees Shire Council is aware you are a non-resident owner on their rates system.

This by-election will be conducted entirely by post. The VEC will post ballot packs between Tuesday 31 July and Thursday 2 August 2018 to all voters enrolled in Beaufort Ward.

Follow the instructions in the ballot pack so that your completed ballot material is in the mail before 6.00 pm on Friday 17 August 2018.

Voting is compulsory

Voting is compulsory for voters listed on the State roll for this by-election at 4.00 pm on Friday 22 June 2018.

Enrolled residents may be fined if they do not vote—this includes homeowners and tenants.

You are encouraged to vote (but won’t be fined if you don’t) if you:

  • are aged 70 years or over or
  • live outside Beaufort Ward or
  • applied to Council to be on the roll.

If you will be away

Ballot packs will be mailed between 31 July and 2 August, and voting closes Friday 17 August.

I have multiple properties—do I get multiple votes?

Each enrolled voter has one vote for the Beaufort Ward by-election.

If you are on the State electoral roll within Beaufort Ward on Friday 22 June 2018 it is compulsory to vote for that address.

If you are not on the State electoral roll for Beaufort Ward but you own a property and are enrolled for Beaufort Ward, you are encouraged to vote but it is not compulsory to vote.

If you own multiple properties in Beaufort Ward (and you are not on the State electoral roll for any of those properties), you have until 4.00 pm on Friday 22 June to nominate the property you wish to vote for. If you do not nominate a property, the Council will choose one for you.

Can I have a large print or braille ballot material?

If you are blind or have low vision, and have not already registered, you can register to receive either large print or braille ballot material. To register, please call (03) 8620 1122 by Wednesday 11 July 2018. Late registrations cannot be accepted.

Nominations:

  • open on Thursday 12 July 2018
  • close at 12 noon on Tuesday 17 July 2018.

Candidates can appoint scrutineers to observe the issuing of ballot papers and the counting of votes on their behalf.

The VEC encourages candidates to pre-complete their nomination form and other forms online. The Candidate Helper will be available from Thursday 5 July 2018 to help you complete these forms before lodging them in person with the Returning Officer.

To complete the nomination process, you must:

  • lodge the completed nomination form in person with the Returning Officer, and
  • pay the nomination fee of $250 in cash or with a bank, building society or credit union cheque (personal cheques cannot be accepted).

Candidate statement

The Candidate Helper should also be used to complete your candidate statement of no more than 200 words for inclusion in the postal ballot pack.

Once completed, print and lodge the statement, along with a photo, with the Returning Officer before 12 noon on Wednesday 18 July 2018.

Candidate questionnaire

The Candidate Helper may also be used to complete your candidate questionnaire.

Responses to the candidate questionnaire will provide information to voters on the background and qualifications of each candidate. Responses will be publicly available.
